I won it all complete. holder is the wrong type, means you are feudal and hold city or temples (just click on the city or temple) and click on the random assign ruler or give it to somebody in the court. I just built a city in my capitol county, and it says "Holder is of wrong holding type". It would be a far better way of doing it. It has all the drawbacks of gavelkind (your titles getting split among eligible heirs in a manner you have very limited control over) and elective (your vassals WILL try to screw you by electing idiots and/or cousins who normally wouldn't get any.
